South KoreaThe U.S. and South Korea recently started negotiations toward reaching a free trade agreement (FTA), preferably by the end of 2006, so as to allow a Congressional vote while President Bush still has "fast track" authority, currently set to expire in June of 2007. The biggest concern facing negotiators is the U.S. desire for greater access to Korea’s agricultural sector and South Korea’s insistence to include its joint industrial zone with North Korea in the pact.

Guatemala – Effective July 1, 2006, eligible imports from Guatemala will be able to claim preferential duty treatment under the Dominican Republic-Central America FTA (DR-CAFTA). Following CAFTA implementation between the U.S., El Salvador, Honduras, Nicaragua, and Guatemala, the Dominican Republic is the only country which has ratified the agreement but has not yet implemented it; Costa Rica has not yet ratified CAFTA.

Oman – The U.S. Senate passed implementing legislation for the U.S.-Oman FTA. The U.S. House of Representatives must follow suit and the President must sign the legislation prior to its coming into effect.

Metal Calendar SlidesMade a final affirmative antidumping (AD) determination of certain metal calendar slides from Japan with an AD margin of 3.02%. Tin and Chromium Coated Steel Sheets – Determined to keep in place the AD order on tin and chromium coated steel sheets from Japan.

Stainless Steel Wire Rod – Voted to revoke the AD order on certain stainless steel wire rod from Brazil and France.

Rectangular Pipe and Tube – Voted to revoke the AD order on certain light-walled rectangular pipe and tube from Argentina.

GSP benefits will be withdrawn for carrageenan and certain watches from all countries.

In addition, the following merchandise will lose their GSP eligibility from the noted countries as a result of exceeding the Competitive Needs Limitations (CNL): certain fruits (Philippines); certain plywood (Brazil); travertine (Turkey); crabmeat (Venezuela); paprika (Peru); certain fruits, pesticides, and steel flanges (India); precious metals and aluminum alloy (Russia); fungicides and parts of electric motors (Brazil); sacks, bags, and aluminum cookware (Thailand); copper wire (Turkey); certain boilers (Indonesia); and circuit breakers (the Dominican Republic).
