Additional Document Requirements for Textiles and Textile Products

Illegal transshipment of textiles and textile articles undermines the administration of bilateral textile agreements. For us Customs and Border Protection (CBP) to ascertain if goods are being legally entered into the United States, CBP may request additional documents, not generally required, be submitted with an entry.

 

CBP may request importers to submit additional documents, such as certificates of origin, bills of lading or export clearance documentation, pursuant to the authority in 19 CFR 102.23(b) and 142.3(a)(5).  Documents may include, but are not limited to, documents required by a foreign government as a condition of release for export, or other documentation that the importer relied upon to make their country of origin claim.

 

If the requested documents are not provided, and the lack of such documentation precludes verification of the claimed country of origin or proper resolution of admissibility, the goods may be excluded from entry into the United States.
