APHIS Increases Export Certification User Fees

The US Department of Agriculture’s Animal and Plant Health Inspection Service (APHIS) recently issued a final rule that will increase = the export certification user fees for plants and plant products.  Beginning October 1, 2009; the beg= inning of fiscal year (FY) 2010, the agricultural quarantine and inspection (AQI) export certification user fees will be as follows:

<= span style=3D'mso-bidi-font-size:12.0pt;font-family:Symbol;mso-fareast-font-fami= ly: Symbol;mso-bidi-font-family:Symbol;color:black'>·      =    Co= mmercial shipments – AQI user fee will increase to $77 in FY 2010, $104 in FY 2011, and $106 in FY 2012 and beyond.  Currently the fee is $50. 

<= span style=3D'mso-bidi-font-size:12.0pt;font-family:Symbol;mso-fareast-font-fami= ly: Symbol;mso-bidi-font-family:Symbol;color:black'>·      =    Lo= w-value commercial shipments – AQI user fee will increase to $42 in FY 2010, = $60 in FY 2011, and $61 in FY 2012 and beyond.=   Currently the fee is $23.

<= span style=3D'mso-bidi-font-size:12.0pt;font-family:Symbol;mso-fareast-font-fami= ly: Symbol;mso-bidi-font-family:Symbol;color:black'>·      =    Re= placements – The AQI user fee will increase to $11 in FY 2010, $15 in FY 2011 and beyond.  Currently the fee is = $7.

 

The final rule also created a new administrative user fee for each Federal certificate issued on behalf of APHIS by a US state or county.  For FY 2010, the fee will be $3 if issued through the Phytosanitary Certificate Issuance and Tracking System (PCIT) or $6 for a paper certificate.  The fees will increase to $6 and $12, respectively, in FY 2011 and beyond.
