ST. ALBANS, VT – A.N. Deringer, Inc. is pleased to announce its participation in the Broker-Known Importer Program (BKIP). The program establishes a new platform that allows Customs brokers to leverage their relationships with importers and discuss US Customs and Border Protection (CBP) compliance obligations, potentially increasing entry accuracy and importer compliance knowledge. Deringer is one of the first US Customs Brokers’ with the IT infrastructure and processes to offer the BKIP and looks forward to providing the service to importers.
Since not all importers will avail themselves of the Importer Self-Assessment Program (ISA) and Trusted Trader Program, the voluntary BKIP aims to streamline and enhance federal efforts to address import compliance issues by using brokers as a force multiplier. Establishing a process whereby Deringer can identify importers who are exercising reasonable care in connection with their import related activities, the program will strengthen business partnerships between the broker and importer while ensuring regulatory compliance. The broker’s evaluation process begins with a questionnaire to assess importers’ reasonable care awareness and compliance history.
As envisioned, participating brokers would review compliance obligations and alert CBP of a “known importer” at the time of entry filing. The indicator may factor in to CBP’s risk-based pre-screening intelligence used when examining cargo. When a broker identifies an importer who has met a minimum standard of entry compliance in connection with their imports, Customs may adjust that importer’s risk profile in CBP’s targeting system accordingly, which may result in improved cargo targeting and examinations, even if the importer is not part of the Trusted Trader programs – CTPAT or ISA. The BKIP endeavors to increase compliance knowledge, strengthening the broker-importer partnership, while streamlining CBP’s compliance assessment processes.
