All cargo other than bulk cargo. The common usage of the term refers to cargo which is received and/or transported by a carrier “loose” or in shipper provided ULD units, and not in intermodal containers. Used as a verb, the term literally means to convert cargo from a bulk condition (i.e., unpackaged) to a packaged and/or unitized condition. In addition to these strict meanings, the term is also widely used to describe the process of reversing a consolidation or assembly of cargo at destination. (HAZMAT) The preparation, stowage and/or shipment of hazardous materials that are tendered to the transportation carrier as breakbulk cargo, and not as bulk cargo or vehicle-contained cargo. Breakbulk cargo is packaged and handled individually, palletized, or as a unitized load for purposes of transportation as opposed to bulk and containerized freight.
