The U.S. Department of Commerce (DOC) recently released its final determinations for the seventh administrative review of the antidumping and countervailing duty orders on certain softwood lumber products from Canada. Administrative reviews are conducted once a year at the request of an interested party after an antidumping or countervailing duty order is put into effect. This review covers imports of softwood lumber products from Canada that entered the United States during the period January 1, 2024, through December 31, 2024.
The DOC has determined that softwood lumber products from Canada were being dumped into the United States at weighted-average margins ranging from 4.71 percent to 17 percent. Final Results of Antidumping Duty Administrative Review; 2024
These final antidumping margin rates are less than the final antidumping margin rates determined in the previous administrative review. Particularly, the margin rate for non-selected companies, which applies to most Canadian exporters, decreased to 10.64 percent, down from 20.53 percent determined in the previous administrative review.
The DOC has determined that countervailable subsidies were being provided to producers and exporters of certain softwood lumber products from Canada at subsidy rates ranging from 12.42 percent to 15.31 percent. Final Results of Countervailing Duty Administrative Review; 2024
These final subsidy rates are less than the final subsidy rates determined in the previous administrative review. Particularly, the final subsidy rate for non-selected companies decreased to 14.11 percent, down from 14.63 percent determined in the previous administrative review.
The DOC will instruct CBP to liquidate all entries of subject merchandise that entered the United States during the period of review and assess duties at the final rates no earlier than 41 days after the publication of the final results in the Federal Register.
The duty rates determined in this final administrative review will apply to all entries of subject merchandise entered, or withdrawn from warehouse, for consumption on or after October 19, 2026, for the selected and non-selected companies.
