An accessorial charge traditionally collected by ocean carriers to cover the expense of their origin terminal and stevedore services. Per FMC Regulations, 46 CFR 525.1(c), “Handling means the services of physically moving cargo between point of rest and any place on the terminal facility, other than the end of ship’s tackle.” When separately charged, this fee varies by trade route, and may vary by carrier and port. Most berth service carriers no longer separately break out this charge; instead they include these charges/expenses within their THC or TRC, or where THC or TRC is not charged, such costs are included within the basic transportation rate.
