APHIS announced an amendment to the Lacey Act, Phase VII, set for implementation on December 1st. In this phase, declarations will be required for all remaining plant product HTS codes that are not 100-percent composite materials. This phase includes the broadest range of goods yet, requiring importers to reevaluate their imports. Some newly affected items include handbags, plywood, tools, matches with natural wood stems, and more.
