US Customs and Border Protection (CBP) released CSMS 44591106 on October 29, 2020, updating Section 232 guidance on imported aluminum articles from Canada. The CSMS reiterated the Presidential Proclamation issued by President Trump on October 27, 2020, which reinstated Section 232 exclusions for certain non-alloyed unwrought aluminum articles from Canada. The exclusions are effective for imports made after September 1, 2020; however, those made before then are subject to a 10% duty.
According to the Proclamation, “The United States and Canada expect to hold further consultations in December 2020 to discuss the state of aluminum trade between the two countries in light of trade patterns in the last 4 months of 2020 and expected market conditions in 2021.”
