New Fee Reflects Labor Cost Alignment at West Coast Ports
On July 1, the West Coast MTO Agreement (WCMTOA) announced that effective August 1, 2025, the Traffic Mitigation Fee (TMF) at the Ports of Los Angeles and Long Beach will increase by 2.84%, aligning with recent longshore wage adjustments.
New TMF Rates:
• $38.78 per TEU
• $77.56 for all other container sizes
Exemptions include empty containers, transshipment cargo, Alameda Corridor cargo, empty chassis, and bobtail trucks.
The TMF facilitates extended gate hours through the OffPeak program, which has successfully shifted over 64 million truck trips since 2005, helping to alleviate congestion and lower emissions. Additionally, terminal operators regulate truck traffic using appointment-based systems.
