(U.S. Customs & Border Protection) This is a special added Customs duty assessed pursuant to a U.S. Countervailing Duty Order. The purpose of this additional duty is to counteract the economic benefit accorded an imported product resulting from some sort of production or export subsidy or other benefit accorded to the product, its manufacturer and/or exporter by a government agency in the country of origin. See also antidumping duty (ADD), which is different from countervailing duty in that it is in response to a dumping complaint against the manufacturer in the country of origin, and is not based on government subsidies in the country of origin.
