The Lacey Act, which has been amended many times, is the main legal defense against invasive plant and animal species from outside the U.S. and is governed by the USDA. The Act requires that an import declaration accompany entries of certain plants and rticles derived of plants. Some of the required information includes the scientific name (genus and species); the country of origin where the plant was harvested, cut, logged, or removed; and the value of the importation and quantity, including unit of measure, of the plant or plant product.
