The HS 2028 amendments have been officially accepted, marking a major step in the evolution of the Harmonized System used globally for classifying traded goods. The update includes 299 sets of changes, resulting in 1,229 headings and 5,852 subheadings. Compared with HS 2022, this reflects the addition of 6 new headings and 428 new subheadings, and the deletion of 5 headings and 172 subheadings.

Public Health
New subheadings improve visibility of critical health‑emergency supplies such as ambulances, PPE, ventilators, and diagnostic devices.
Vaccine Structure Overhaul
Vaccines previously in heading 30.02 are now split into:
- 30.07: Human vaccines (disease‑based)
- 30.08: Other vaccines, including veterinary
Dietary Supplements
A new heading 21.07 for dietary supplements resolves long‑standing classification challenges and improves trade data in this rapidly expanding sector.
Environmental Protection
HS 2028 aligns plastic‑waste classifications with the Basel Convention, introducing clearer distinctions for hazardous waste, waste requiring prior informed consent, and other plastic waste. Additional updates improve transparency for plastic products, including single‑use items, to support pollution‑reduction policies and circular‑economy objectives.
Additional Improvements
Amendments also address societal protection, enforcement priorities, technology‑driven changes, and goods covered under international conventions.
Next Steps
With HS 2028 now accepted, a two‑year implementation period begins ahead of its entry into force on 1 January 2028. The WCO and its Members will prepare by developing Correlation Tables, updating HS tools and publications, conducting capacity‑building activities, and supporting national implementation efforts to ensure a smooth and consistent global transition.
