According to Federal Register 7 CFR Part 1222, the Department of Agriculture’s Agricultural Marketing Service (AMS) is accepting comments on proposed changes to the Harmonized Tariff Schedule (HTS) numbers for paper and paper-based packaging products in the Paper and Paper-Based Packaging Promotion, Research, and Information Order (Order).
All interested parties who wish to respond to this proposal can submit comments through the Federal e-rulemaking portal by December 7, 2022. Be sure to reference the Federal Register’s document number, date, and the page number.
AMS is proposing an update to the Order’s HTS numbers in an effort to align them with the most current HTS numbers provided by the U.S. International Trade Commission, which includes HTSUS numbers under headings 4802, 4804, 4805, 4807, 4810, and 4811. The proposed changes intend to ensure importers are assessed appropriately on the same products as domestic manufacturers. AMS is also proposing to insert verbiage that allows assessment collection to continue even if HTS numbers change in the future.
