U.S. Customs and Border Protection published a notice of increase to COBRA fees in the Federal Register on July 28, 2023. Of particular interest to the trade is the increase of the minimum/maximum of merchandise processing fees. While the Merchandise Processing Fee (MPF) ad valorem rate of 0.3464 percent will NOT change, the minimum will change from $29.66 to $31.67; and the maximum will change from $575.35 to $614.35.
The U.S. Customs and Border Protection (CBP) is adjusting certain customs user fees and corresponding limitations established by the Consolidated Omnibus Budget Reconciliation Act (COBRA) for fiscal year 2024 in accordance with the Fixing America’s Surface Transportation Act (FAST Act) as implemented by CBP regulations.
The adjusted amounts of customs COBRA user fees and limitations for the Fiscal Year 2024 are required as of October 1st, 2023. The fees and limitations subject to adjustment are listed below.
- Commercial Vessel arrival fees
- Commercial Truck arrival fees
- Railroad Car arrival fees
- Private Vessel arrival fees
- Private Aircraft arrival fees
- Commercial Aircraft and Vessel Passenger arrival fees
- Dutiable mail fees
- Customs Broker Permit user fees
- Barges and other bulk carriers arrival fees
- Merchandise processing fees
