A document certifying goods described therein were manufactured, produced or grown in the jurisdiction or location stated on the certificate. COs are required and/or accepted by certain destination Customs authorities as evidence that the subject goods are from the origin indicated. Some destination countries, such as Israel, have unique CO forms which must be used. Most countries requiring a CO, however, accept the standard international form (for an example, see Certificate Of Origin (blank form), general use version). The shipper, or more typically the freight forwarder, completes the form, which is then certified by a local chamber of commerce. Many U.S. forwarders are “deputized” by their local chamber of commerce to perform these certifications. Some destination countries also require that some or all COs be further certified (“legalized”) together with the commercial invoice by their consular representative (consular legalization) and/or national chamber of commerce in the origin country.
