New Rates Effective July 29, 2025
The U.S. Department of Commerce (DOC) recently released its final determination for the sixth administrative review of the antidumping duty order on certain softwood lumber products from Canada. Administrative reviews are conducted once a year at the request of an interested party after an antidumping or countervailing duty order is put into effect. This review covers imports of softwood lumber products from Canada that entered into the United States during the period of January 1, 2023, to December 31, 2023.
The DOC has determined that softwood lumber products from Canada were being dumped into the United States at margin rates ranging from 9.65 percent to 35.53 percent. The final margin rate for non-selected companies listed in Appendix II, which applies to most Canadian companies, has been determined to be 20.56 percent, up from 7.66 percent determined in the previous administrative review. The final rate for companies rescinded from the review listed in Appendix III will be the rate equal to the cash deposit of estimated antidumping duties required at the time of entry, or withdrawal from warehouse, for consumption, during the period of review.
The DOC will instruct CBP to liquidate all entries of subject merchandise that entered the United States during the period of review and assess duties at the final rates no earlier than 41 days after the publication of the final review in the Federal Register.
The duty rates determined in this final administrative review will apply to all entries of subject merchandise entered, or withdrawn from warehouse, for consumption on or after July 29, 2025, for the selected and non-selected companies.
The all-others rate of 6.04 percent established in the original antidumping investigation will continue to apply to exporters or producers not covered in this review or in any previously completed segments of this proceeding.
The final results of the countervailing duty review are expected no later than August 7, 2025.
